Captain Philip H.
East, NREMT-P, started in the fire service as a junior firefighter
with the Virginia Beach Volunteer Fire Department 25 years ago, and joined
the career ranks of the fire service in 1979 with the Norfolk International
Airport Fire Department. Six months later he moved to the Norfolk Fire
Department.
In the Norfolk Fire
Department, later to become Norfolk Fire & Paramedical Services, and
now Norfolk Fire-Rescue, Captain East has held the positions of Firefighter,
Fire Instructor, Arson Investigator, Fire/Paramedic Lieutenant, Fire Captain,
Commanding Officer-Training Division, and now Anti-Terrorism Coordinator.
Captain East is certified
as a Fire Officer II and Fire Instructor III, Nationally Registered EMT-Paramedic,
and hold numerous instructor ratings to include: Fire Officer I &
II Trainer, Mayday! Firefighter Down! Instructor Trainer, National Fire
Academy-Incident Safety Officer Train-the-Trainer, National Fire Academy-Health
and Safety Officer Train the-Trainer, Advanced Cardiac Life Support Instructor,
Pediatric Advanced Life Support Instructor, Basic Trauma Life Support Instructor,
and a number of other instructor certifications.
Captain East was
one of the founding members of the Virginia Department of Fire Programs
Heavy and Tactical Rescue Team, where he was one of the original program
developers.
Captain East served
as a volunteer firefighter and rescue squad member for over 20 years, and
is a Life Member of the Virginia Beach Volunteer Rescue Squad.
Captain East is a
member of the Tidewater Regional Hazardous Materials Response Team, the
Tidewater Regional Technical Rescue Team, and the Federal Emergency Management
Agency’s (FEMA) Urban Search and Rescue Team-Virginia Task Force II.
With VA-TF2, he deployed to the bombing of the Alfred P. Murrah Federal
Building in Oklahoma City, OK, and was his department’s liaison to the
Task Force for the 9/11 Attack on the Pentagon. He also serves as
a member of the Operations Committee of the United States Public Health
Service (USPHS), Metropolitan Medical Response System (MMRS) from the Tidewater
Area.
In the field of Weapons
of Mass Destruction, Captain East is certified by the Virginia Department
of Emergency Management as a Hazardous Materials Technician. He is
also an Adjunct Instructor with the same agency, teaching the Public Safety
Response to Terrorism Programs. Captain East is also certified to
teach additional terrorism response programs by the National Fire Academy,
and the Department of Defense through the Domestic Preparedness Program,
now administered by the Department of Justice, Office of Domestic Preparedness.
Captain East currently
serves as the Anti-Terrorism Coordinator for Norfolk Fire-Rescue, where
he is responsible for developing response policies, coordinating training
programs, and interfacing with other agencies both in and out of the city. |
